Health surveillance is a system of ongoing health checks. These health checks may be required by law for employees who are exposed to noise or vibration, ionising radiation, solvents, fumes, dusts, biological agents and other substances hazardous to health, or work in compressed air.
Health surveillance is important for detecting ill-health effects at an early stage, so employers can introduce better controls to prevent them getting worse. Providing data to help employers evaluate health risks and enabling employees to raise concerns about how work affects their health. Highlighting lapses in workplace control measures, therefore providing invaluable feedback to the risk assessment and providing an opportunity to reinforce training and education of employees (e.g. on the impact of health effects and the use of protective equipment).
A risk assessment should be used to identify any need for health surveillance.
Health surveillance should not used as a substitute for undertaking a risk assessment or using effective controls.
Health surveillance, or monitoring would involve an assessment of individuals’ fitness for work at the start of employment by means of symptom enquiry, lung function testing, face fit testing and or a radioallergosorbent (RAST) blood test.

Occupational health protocols
The Working Time Regulations 1998
Under the Working Time Regulations 1998 all night workers are offered an annual health assessment. (A night worker is classified as someone who regularly works between 11pm and 6am). The assessment is voluntary and additional to any other health assessment undertaken via the University. Completed questionnaires, designed to identify areas of special need in relation to night work, are held and assessed in confidence by the Occupational Health Service.
